In the Yamen of Tang Dynasty, there was a special unit of "Bu Liang Ren" made up of convicted criminals of evil deeds. They worked as Yamen servants to arrest and investigate other culprits to earn redemption. Bu Liang Ren Marshal Pei was formerly a captain guiding the border. When it was invaded by rebels, his commanding officer wanted to surrender. In his fit of anger, Pei killed the coward and led his men to fight against the rebels.
